Construction Financial Administration Services, CFAS, is a veteran-managed company founded by construction and surety professionals to provide experience-based funds administration services to the construction and banking industries throughout the United States.

This broad industry experience results in early identification of financial risk to its clients with the implementation of prompt mitigation measures, minimizing financial loss.

CFAS also offers additional services through a network of industry professionals, including review of contracts, contractor qualification and capability assessments, project status monitoring, compliance with Federal contract requirements, and more.

Craig Weber - Vice President
Craig brings 30 years of financial accounting and construction-related experience to CFAS. The last 7 years have been spent specializing in leading the team at CFAS in funds control and construction finance. His background in financial accounting provides a strong foundation in reporting, internal controls, and risk management, which he applies to overseeing complex construction disbursement and administration.

In his role, Craig provides executive oversight for the draw process, budget, and cost to complete analysis, contract compliance, and reporting across a wide range of construction projects, working closely with owners and contractors to ensure funds are disbursed accurately, transparently, and in alignment with the project’s requirements. Known for his attention to detail, sound judgement, and collaborative leadership style, he serves as a trusted partner delivering disciplined financial controls and consistent, reliable project oversight.

In his spare time, Craig enjoys hunting and fishing in the western United States and spending as much time as possible with his family and his beloved black lab, Ruger.
Matt Novak - Director of Sales
Matt brings a wealth of sales expertise and a deep understanding of the construction and surety industries to his role as Director of Sales at CFAS LLC. With years of experience building relationships and driving business growth, Matt excels at connecting contractors, surety agents, and underwriters with tailored financial solutions that help projects succeed.

At CFAS, Matt leverages his strategic insight and hands-on experience to showcase the value of Funds Control services, helping clients mitigate risk, maintain compliance, and keep projects on track.

Matt is a graduate of Penn State University. He is an avid college football fan and enjoys playing golf, fishing, and spending time with his wife and three children. Matt is committed to delivering exceptional service and fostering long-term partnerships.
Eleasha Piontek - Funds Control Manager
In her role as Funds Control Manager, Eleasha leads a high-performing team dedicated to accuracy, accountability, and exceptional client service. She supervises and mentors a team of Funds Control Specialists, providing ongoing training, guidance, and support to ensure strong performance and professional growth. Committed to strong compliance and risk mitigation, she ensures all transactions meet internal policies, client agreements, and regulatory requirements.

Eleasha brings more than 25 years of expertise in finance, payroll, and office management, with a strong specialization in construction accounting. She earned her Bachelor of Applied Science in Legal Studies from California University of Pennsylvania. Throughout her corporate career, she has worked extensively in government contracting and financial oversight, consistently upholding the highest standards of integrity and confidentiality.

Alongside her husband, Dave, she enjoys traveling and spending quality time with their children and grandchildren.
Mylissa Ross - Funds Control Specialist
Mylissa Ross is a Funds Control Specialist who brings a detail-driven and proactive approach to managing construction disbursements and mitigating financial risk. With a strong understanding of construction accounting, surety requirements, and lien law compliance, Mylissa plays a critical role in safeguarding project funds while supporting timely payments to contractors and vendors.

In her role, Mylissa oversees disbursement reviews, verifies supporting documentation, and ensures payments align with approved budgets, contracts, and project milestones. By working closely with owners, contractors, lenders, and sureties, she helps maintain transparency, prevent payment disputes, and reduce the risk of bond claims.

Known for her clear communication and thorough documentation, Mylissa is committed to streamlining financial workflows and protecting all stakeholders involved in a project. Her focus on accuracy, compliance, and accountability helps drive successful project outcomes and builds trust throughout the construction finance process.

In her spare time, you can find Mylissa cooking and spending time with her husband, Ryan, her stepson Josh, and their dog, Abbott.
Alyssa Minerd - Administrative Coordinator
Alyssa is a Communications Media professional with a concentration in Marketing and a 2022 graduate of Indiana University of Pennsylvania. She brings strong organizational, communication, and time-management skills developed through extensive experience in promotional and digital marketing, news writing, customer support, and office administration.

In her current role, Alyssa supports efficient collaboration between clients and contracting officers to help expedite the receipt of essential Funds Control documentation. She maintains detailed records of external communications and works closely with payment centers on a daily basis to ensure funds are accurately directed to the correct bank accounts. Outside of work, Alyssa enjoys thrifting and discovering new coffee shops.
Samantha Quraishi - Funds Control Specialist
Samantha Quraishi is a Funds Control professional who brings a detail-oriented and dependable approach to supporting financial oversight and payment accuracy. With an Associate Degree in X-Ray Technology from the Community College of Allegheny County and over 15 years of customer service experience, Samantha applies strong organizational skills and a high level of precision to her work.

In her role, Samantha supports funds control operations by reviewing documentation, assisting with payment processing, and ensuring financial records are accurate and complete. Her reliability and focus on efficiency help maintain consistency and support smooth financial workflows.

In her free time, Samantha enjoys shopping, attending horse shows, and spending time with her family and two dogs, Minuet and Truffles.
