Construction Financial Administration Services, CFAS, is a veteran managed company founded by construction and surety professionals to provide experience based funds administration services to the construction and banking industries throughout the United States.

This broad industry experience results in early identification of financial risk to its clients with implementation of prompt mitigation measures minimizing financial loss.

CFAS also offers additional services through a network of industry professionals including review of contracts, contractor qualification and capability assessments, project status monitoring, compliance with Federal contract requirements and more.

Joe Cecere
Joe Cecere - President
Joe has over twenty years’ experience in financing and commercial lending with regional and national banks. His extensive knowledge of the industry, risk mitigation, construction loan underwriting, and relationship building has positioned him well to lead CFAS. Joe’s focus is on building strong relationships grounded in consistent communication, yielding a better customer experience. Joe is committed to delivering a personalized approach to his clients and meticulous management over their projects. Also, Joe has a passion for leadership, having served as a leader throughout his life, including leading his collegiate hockey team, leading a team of commercial bankers, and now leading CFAS to be a recognized industry leader. Joe is a graduate of Indiana University of Pennsylvania. He currently resides in Pittsburgh, Pennsylvania, with his wife and two kids. In his spare time, he enjoys golfing and the outdoors.
Craig Weber - North America Director of Fund Administration
Craig contributes to CFAS over twenty five years of high-level financial management, leadership and experience in the financial world with strong concentrations on budgeting, grant and loan writing, data analysis and financial management procedures. His proficiencies include audit relations, financial administration, property management, organization leadership and tax accounting. In addition, Craig was the successful owner of Weber Financial Services, LLC, an accounting and tax practice, for many years prior to joining CFAS. He is a proud graduate of the University of Pittsburgh with a degree in accounting and minor in economics. He continues to reside in his hometown of Pittsburgh, Pennsylvania. In his spare time, Craig enjoys hunting the Western United States and spending as much time as possible with his wife, three children and his beloved black lab.
Don Morse
Don Morse - Founder & Member
Don brings over forty years experience in the surety and insurance industry to his role at CFAS. Don retired as Vice President of Surety from a major insurance company with extensive hands-on experience in construction accounting and construction processes, resolution of contract disputes and claims mitigation and settlement. Don retired as Operations Sergeant Major from the Division Medical Operations Center, Pennsylvania Army National Guard with 34 years of military service. Don, a graduate of Shippensburg University, resides in central PA with his wife Gayle. Free time is spent enjoying their two children and five grandkids and many hockey, baseball, softball, soccer, field hockey games and Cheerleading events.
Sam Grillo - Funds Control Specialist
Sam has been a construction credit manager for more than forty years. He is a Certified Credit Executive (CCE). His experience include regional credit manager in the Mid-Atlantic region for several fortune five-hundred companies; with an emphasis of minimizing financial risks while maximizing sales with a positive customer experience. His proficiencies include credit risk evaluation, mechanic’s liens, bonds, collections and bankruptcy. In addition, he has experience in contract management for construction companies. Sam is a graduate of Virginia Wesleyan University with a degree in business management. He resides in the Ham Capitol of the World, Smithfield Virginia, with his wife Kathy. His greatest joy is spending time with Kathy, his three children and five grandchildren.
Jeff Burnside - Funds Control Specialist
Jeff has spent the past twelve years in the banking industry where his main focus has been Commercial and Residential Lending. The skills acquired during those years have given him the ability to identify inefficiencies and implement process improvements in order to provide an exceptional customer service experience. Jeff is a Graduate of California University of Pennsylvania with a degree in Business Administration. He currently resides in Pittsburgh, PA, with his wife, two kids, and his dog Mojo. In Jeff’s free time, you can find him working out or with his family enjoying the outdoors.
Eleasha Piontek - Funds Control Specialist
Eleasha has over 25 years of experience in finance, payroll, and office management with a focus on construction accounting. She is a graduate of California University of Pennsylvania with a Bachelor of Applied Science focused in Legal Studies. Her experience in the corporate setting includes government contracting and overseeing financial data while always maintaining a code of integrity and confidentiality. Eleasha has a keen eye for detail and is committed to personal and professional development. She resides in Fallowfield Township with her husband, Dave. Together they enjoy traveling and spending time with their children and grandchildren.
Alexandra Dobbs - Intern
Alexandra’s dedication, adaptability, and enthusiasm make her a valuable contributor to CFAS. As a senior attending Fordham University, she brings a unique blend of skills and knowledge to the team. Majoring in Anthropology and English, Alexandra possess a keen understanding of human behavior, cultural dynamics, and effective communication. Her passion for creative writing allows her to craft compelling narratives, whether it’s in the form of engaging job descriptions or captivating marketing content. Currently residing in Jenkintown, Alexandra enjoys spending quality time with her friends and family.
